This is a task light built as a half-moon arch rather than a conventional lamp on a stalk. The lit band runs the whole length of the curve, roughly 42cm across and 20cm tall, so the light arrives from a wide arc above and to the sides of whatever you are working on instead of from a single point. That is the whole reason the shape exists: a point source throws a hard shadow off your own hand every time it moves, and an arc does not.
